On September 18, the joint council meeting of the Research Center for Ecology and Environment of Central Asia (RCEECA), the Kathmandu Center for Research and Education (KCRE), the China-Sri Lanka Joint Center for Education & Research (CSL-CER) and the China-Pakistan Joint Research Center on Earth Sciences (CPJRC) of the Chinese Academy of Sciences (CAS) was held in Chengdu. Prof. Zhang Yaping, Vice President of CAS and Chairman of the Council of the above-mentioned overseas science and education cooperation centers, attended the meeting and made concluding remarks. The meeting was chaired by Prof. Chen Xilin, Director of the Bureau of International Cooperation of CAS. Wen Anbang, Director of the Institute of Mountain Hazards and Environment (IMHE), delivered a speech in the meeting.

Personnel attending the meeting included: Prof. Chen Xilin, member of the Council of CPJRC and Director of the Bureau of International Cooperation; Prof. Huang Min, Deputy Director of the Bureau of Frontier Sciences and Education; Prof. Huang Tieqing, Deputy Director of the Bureau of Major R&D Programs; Prof. Zhai Jinliang, a Level IV staff member of the Bureau of Science and Technology for Development; Prof. Gao Jun, Deputy Director of the Bureau of Facility Support and Budget; Prof. Wei Yongpeng, Deputy Director of the Bureau of Personnel; Academician Prof. Cui Peng and Director Prof. Wen Anbang of IMHE; Prof. Yang Jinhui, Deputy Director of the Institution of Geology and Geophysics; Prof. Liu Jianbo, Senior Specialist of the Aerospace Information Research Institute; Prof. Dai Linjian, Deputy Director of the South China Sea Institute of Oceanology; Prof. Chen Jian, Executive Director of the Institute of Rock and Soil Mechanics (participating on behalf of Sheng Qian); Prof. Pu Yifen, Director of the Planning Division of the Institute of Atmospheric Physics (participating on behalf of Lu Riyu); Prof. Zhang Ming, Deputy Director of the International Cooperation Division of the Institute of Geographic Sciences and Natural Resources Research (participating on behalf of Liu Weidong); Prof. Xie Yong, Director of the International Cooperation Division of the University of Chinese Academy of Sciences (participating on behalf of Wang Yanfen); and Prof. Zhang Liyun, Associate Researcher of the Institute of Tibetan Plateau Research (participating on behalf of Lin Jian), etc.  

In his speech, Prof. Wen Anbang firstly expressed his warm welcome and gratitude to all the participants, and thanked everyone for making suggestions for the future development of the overseas centers. He then said that IMHE, as the supporting unit of the overseas centers, would continue to provide support for the construction and development of the overseas centers of CAS.

Academician Prof. Cui Peng, Director of CPJRC and Researcher of IMHE, reported to the Council on the positioning and goals, the work progress in 2021 and the work plan in 2022, the final accounts and the budget, etc.

The participants also listened to the work reports made by RCEECA, KCRE and CSL-CER, reviewed and approved the work summaries in 2021 and work plans and budget arrangement in 2022 of the centers, reviewed and approved RCEECA's renewal of the appointment of Chen Xi as the Director and suggestions for adding new council members. At the meeting, the participants also discussed important issues such as the system and management of the overseas centers, the enrollment of international students in the background of the epidemic, scientific research layout, and project funding, as well as the "bottleneck" problems encountered during the construction of CPJRC.

After careful deliberation by the Council, the work plans and budget arrangement in 2022 of the four overseas centers were unanimously approved.

In the concluding remarks, Prof. Zhang Yaping made positive comments on the efforts and achievements made by overseas centers in fighting the epidemic and promoting the operation of the centers. He pointed out that the overseas centers should thoroughly study and implement the spirit of the enlarged summer meeting of the Leading Group of the Communist Party of China at CAS, and consider the "national affairs" and "national responsibilities" that they should undertake in light of the actual situations. Firstly, we should further optimize and adjust our positioning, to provide support for national diplomacy and the development needs of relevant countries and regions on one hand, and to decide and define major scientific and technological goals on the other. Meanwhile, efforts should be taken to promote the connection and integration between overseas centers. Secondly, we should further study and promote the construction of overseas stations, propose a rational layout at the CAS level, and form linkages with domestic stations. Thirdly, we should further strengthen publicity, improve the quality of work, and continue to expand scientific influence. Fourthly, we should pay attention to talent training and introduction, and give full play to the initiative in works, and make the international talents an important force for cooperation. And lastly, we should strengthen cooperation with ANSO and the International Research Center for Big Data for Sustainable Development Goals.
